Shanghai to Intensify 'AI+' Initiative and Establish 50 Smart Factories in 2026
Shanghai is set to advance its 'AI+' initiative by enhancing computational infrastructure and establishing at least 50 smart factories by 2026, promoting intelligent technologies and new business models. The city will also bolster industrial parks for chip manufacturing and large aircraft production while investing in future industries like brain-computer interfaces and fourth-generation semiconductors. Over the past five years, Shanghai's R&D expenditure has reached approximately 4.5% of GDP, reflecting its commitment to leadership in AI and quantum computing.

Over the past five years, the number of high-value invention patents per 10,000 people increased from 29.6 to 65. Shanghai's R&D expenditure reached approximately 4.5% of GDP, reinforcing its leadership in AI and quantum computing.
