As Shanxi province pivots from coal mining to alternative sectors, it faces challenges in workforce adaptation. The shift is crucial as the region aims to leverage tourism and emerging industries while addressing the needs of its coal-dependent workforce.

Shanxi province, a leading coal producer, is transitioning towards tourism and alternative industries amid significant changes in energy policy. In 2025, it produced 1.3 billion tons of coal, accounting for one-third of China's output.
As tourism grows, with visits to the Yungang Grottoes increasing to 4.5 million in 2024, local miners are exploring new opportunities, yet many lack the skills for this shift. The region is also investing in coal-to-hydrogen projects and promoting local agricultural products.
Despite these efforts, coal remains critical for energy security, with 78 gigawatts of coal power added in 2025. The transition may not benefit all workers equally, raising concerns about job security and access to new industries.
