Sweden's Action Plan for Sustainable Aviation and Maritime Fuels Unveiled
Sweden's government has released a national action plan to enhance the domestic production of sustainable aviation fuels (SAF) and sustainable maritime fuels (SMF) in response to EU regulations. The plan aims to address the anticipated shortfall in EU production capacity and mitigate reliance on imports, which expose the market to price volatility and geopolitical risks.

On May 8, 2026, Sweden received a report outlining a strategy to boost domestic sustainable fuel production amid rising EU demand due to the ReFuelEU Aviation and FuelEU Maritime regulations. The report warns that current EU production capacity will not meet mandated fuel blending targets starting in the 2030s, necessitating imports that could destabilize prices.
Sweden's advantageous position includes a 5.09% share of sustainable aviation fuel in 2024, significantly exceeding the EU average. Proposed measures include investment support, green credit guarantees, and risk-sharing mechanisms to facilitate sustainable fuel production.
The report advocates for Sweden to maintain regulatory ambition and engage internationally, particularly within the International Maritime Organization and the International Civil Aviation Organization. The outcome of public consultations and subsequent legislative actions will determine Sweden's role in the sustainable fuel market.
