Uruguay Considers Relocating HIF Global's Hydrogen Plant Amid Diplomatic Efforts with Argentina
Uruguay is contemplating relocating HIF Global's $5.385 billion synthetic fuels plant within Paysandú to alleviate tensions with Argentina. This potential move is aimed at ensuring logistical advantages while addressing energy pricing challenges critical for project viability.

The Uruguayan government is evaluating a potential relocation of HIF Global's green hydrogen plant within Paysandú, which represents a significant private investment estimated at $5.385 billion. Paysandú Mayor Nicolás Olivera indicated that the proposal is advanced and positively viewed by officials, aiming to find a site with equal or better logistical benefits than the original location near Argentina.
While the Argentine side has shown a favorable response, the project's success hinges on resolving energy costs, which constitute about 70% of operating expenses. HIF's CEO emphasized the urgency for a decision on energy pricing by May to align with a financial closing timeline targeting the end of 2026. The project's goal includes producing 880,000 metric tons of synthetic fuels annually, with initial shipments projected for late 2029, amidst high local expectations in a region facing significant unemployment.
