Former Melbourne Water manager Eamonn Kelly has been brought in as the project lead, with costs for his consultancy estimated at AUD$1.2 million over the project duration. A revised budget of $511 million was approved, but efforts are underway to reduce it to $483 million without additional contingencies.
The facility will utilize thermal hydrolysis to treat sewage sludge, a process critical for effective waste management. Delays and budget overruns raise concerns about the project's financial sustainability.
