Buffalo River Watershed Alliance Petitions USDA to Exclude Manure Digesters from REAP Funding
The Buffalo River Watershed Alliance, along with 42 environmental organizations, has petitioned the USDA to exclude manure digesters from funding under the Rural Energy for America Program. They argue that supporting these systems contradicts Congress's goals for rural economic development and environmental benefits, asserting that anaerobic digestion does not provide the expected advantages considered in REAP funding decisions.

The Buffalo River Watershed Alliance and 42 environmental organizations submitted a petition to the USDA Rural Business-Cooperative Service to deem manure digesters ineligible for funding under the Rural Energy for America Program. They argue that funding these systems contradicts Congress's intent to promote rural economic development and provide environmental benefits. Anaerobic digestion, the process used in manure digesters, produces biogas and digestate, but the petitioners claim it fails to deliver the benefits considered by RBCS when awarding REAP funding.
