Devon Biogas Firms Fined for Fatal Electrocution Incident at Willand Site
Willand O&M Ltd and New Wave Marine Ltd have been fined following a fatal electrocution of Carl Parsons and serious injury to Luke Madavan at the Willand Biogas site in Cullompton, Devon, on 1 June 2020. The companies ignored safety warnings from their principal contractor and Western Power Distribution regarding an overhead powerline. Willand O&M was fined £51,000 and New Wave Marine £30,000 for their violations of health and safety regulations.

Willand O&M Ltd and New Wave Marine Ltd were sentenced on 3 March 2026 after a worker was fatally electrocuted and another injured at the Willand Biogas site in Cullompton, Devon, on 1 June 2020. The incident occurred when a cherry picker contacted an 11,000-volt powerline during maintenance work.
An HSE investigation revealed that Willand O&M ignored prior warnings to relocate the powerline, leading to inadequate safety measures. Willand O&M was fined £51,000 for violating the Electricity at Work Regulations, while New Wave Marine was fined £30,000 for breaches of health and safety regulations.
