EIB and Eni Secure €500 Million for Biorefinery Conversion in Italy
The European Investment Bank and Eni have finalized a €500 million loan agreement to transform part of the Sannazzaro de' Burgondi refinery in Italy into a biorefinery, set to start production in 2028. This project aims to enhance biofuel output while supporting EU energy security and carbon reduction targets.

The EIB and Eni have signed a €500 million loan for a 15-year term to convert the Sannazzaro de' Burgondi refinery in Italy into a biorefinery. The project will utilize Ecofining™ technology to convert the Hydrocracker (HDC2) unit and establish a pre-treatment plant for renewable feedstocks, including used cooking oils and animal fats.
Production is expected to reach approximately 550,000 tonnes of biofuels annually by 2028, including hydrotreated vegetable oil (HVO) and sustainable aviation fuel (SAF). This initiative aims to reduce emissions in transport and enhance energy security in Italy by increasing domestic biofuel production.
The project aligns with the EU's REPowerEU strategy and follows a similar financing agreement for Eni's Livorno refinery. As demand for SAF grows due to regulatory mandates, the initiative is positioned to meet future needs while contributing to the broader biofuel production goal of 5 million tonnes by 2030.
