EIB Provides €1 Billion for Hamburg's Power Grid and Electric Buses
The European Investment Bank has approved loans totaling €1 billion for Hamburg's electricity distribution modernization and electric bus fleet expansion. This funding aims to support sustainable infrastructure and climate goals in urban transport and energy sectors.

Hamburger Energienetze (HNE) will receive up to €1 billion from the European Investment Bank (EIB) to modernize Hamburg's electricity distribution grid. Concurrently, Verkehrsbetriebe Hamburg-Holstein (VHH) is set to obtain approximately €125 million for the procurement of 188 new battery-electric buses and depot expansion.
The EIB’s contribution represents about 28% of HNE's total planned investment of €2.9 billion by 2029. The financing, signed on May 19, will be released in tranches, with the first disbursement occurring in October 2025.
Both projects aim to enhance the capacity of the power grid to support increased electric bus operations, with projections indicating a doubling of peak load by 2040. The coordinated investment strategy emphasizes the importance of robust infrastructure in achieving Hamburg's energy and mobility transition.
