England and Wales Invest £104 Billion in Infrastructure and Climate Resilience
Utilities in England and Wales mobilise £104 billion (USD 140 billion) for infrastructure upgrades under AMP 8 (2025-2030), marking a 75% increase from AMP 7. The investment aims to address ageing infrastructure, pollution, and climate resilience amid rising public scrutiny and regulatory demands.

The Asset Management Plan (AMP 8) for England and Wales will allocate £104 billion (USD 140 billion) for infrastructure enhancements from 2025 to 2030, a significant increase from the £59 billion (USD 80 billion) investment during AMP 7. This funding will focus on 30 large projects, with 43-44% directed towards pollution reduction, addressing public concern over sewage discharges.
Ofwat plans £10 billion (USD 13.5 billion) for storm overflow improvements and £6 billion (USD 8 billion) for wastewater treatment upgrades. The regulatory framework ties price increases, projected to rise by 36% by 2030, to performance improvements while also aiming to reduce leakage by over 25%. The debate on affordability and governance continues as utilities confront long-standing underinvestment and climate challenges.
