Hainan's 15th Five-Year Plan to Transform Island into Key Economic Node in Asia-Pacific
Hainan's 15th Five-Year Plan (2026-30) introduces island-wide customs operations, promoting zero-tariff imports and enhancing trade. Key industries include aerospace, deep-sea technology, and green industries. The plan aims to attract foreign enterprises, foster innovation, and position Hainan as a commercial space leader. Tourism, healthcare, and financial liberalization are also emphasized. By 2035, Hainan seeks to establish itself as a significant global trade hub.

Hainan's 15th Five-Year Plan (2026-30) initiates unified customs operations across the 35,000-square-kilometer island, enabling zero-tariff imports to stimulate trade. The plan targets five strategic sectors: seed breeding, deep-sea technology, aerospace, green industries, and the digital economy.
Hainan's Free Trade Port model allows minimal restrictions on goods from outside the mainland. Major tax incentives and innovative policies are designed to attract multinational corporations and skilled talent.
The province has China's first commercial space launch site, with plans for over 60 annual launches post-2026. Hainan also leads in deep-sea technology and hosts one of the largest duty-free markets. By 2035, the island aims to evolve into an influential global trade hub.
