Richmond City Council Opposes Carbon Capture Projects Near Montezuma
Richmond has become the first city in California to officially oppose carbon dioxide pipeline projects, specifically targeting the Montezuma Carbon Hub proposal. This decision aims to protect local communities and ecosystems from potential pollution and safety risks associated with such projects.

The Richmond City Council unanimously adopted a resolution opposing carbon dioxide waste dumping and pipeline projects within city limits, focusing on the proposed Montezuma Carbon Hub. The project involves carbon capture from various facilities, with plans to inject CO2 into the Montezuma Wetlands at a rate of 1 million metric tons per year for 40 years.
Concerns raised include the risks of pipeline leaks affecting human and wildlife populations and potential damage to sensitive wetlands. The U.S. Environmental Protection Agency has indicated that the permit application submitted on May 30, 2023, lacks sufficient detail for approval, which could lead to a denial notice. Richmond's action reflects a growing trend among local governments to prioritize environmental safety over carbon capture initiatives.
