Shell's Rotterdam Hydrogen and Biofuels Project Available for Sale
Shell has put its partially constructed blue hydrogen and biofuels project in Rotterdam on the market after halting construction. The company spent $1.4 billion on the facility, which was planned to produce sustainable fuels and blue hydrogen but was deemed insufficiently competitive.

Shell's Rotterdam facility, which includes a 16,000 bpd HEFA conversion unit and a 65,000Nm/hour steam methane reformer, is now for sale following a halted construction in 2024. The decision to scrap the $1.4 billion project, initially aimed at producing sustainable aviation fuel and blue hydrogen, aligns with Shell's renewed focus on oil and gas to boost shareholder returns.
International Process Plants has noted the complex includes prefabricated equipment available for flexible acquisition options, which may appeal to buyers looking to mitigate costs. The market is under pressure from high natural gas prices and increased operating costs for carbon capture, making it an opportune moment for buyers to consider partially completed assets.
